David Howard is a faculty member in the Department of Health Policy and Management at Emory University. A health economist by training, Dr. Howard studies how evidence, payment, and organizational characteristics affect the use of low-value or ineffective treatments. He is also studying the impact of False Claims Act investigations on treatment patterns and costs. He has documented the burden of epilepsy using the Medical Expenditure Panel Survey by estimating the attributable cost of epilepsy and the impact of epilepsy on labor force participation and quality of life. Currently, he is working on using state-level all-payer claims data to estimate the impact of epilepsy on spending. Dr. Howard also has extensive experience conducting cost and cost-effectiveness analyses of medical and public health interventions and collaborating with clinical researchers and Emory University and elsewhere. As part of the MEW Network, he will collaborate on studies to assess the cost-effectiveness of the UPLIFT and HOBSCOTCH self-management interventions.
